So a treaty requires the consent of the United States Senate to come into effect while an executive agreement does not.

Treaties and executive agreements:

An executive agreement is agreement between heads of government of two or more nations that has not been approved or ratified by the legislature as treaties are ratified.

Following are the difference of Treaties and Executive Agreements:

•A contract requires a vote of two-thirds in the Senate unless an executive agreement has been reached

•A settlement constitutes a formal agreement whereas an executive deal is not so formal as a contract.

•Government can invoke Executive agreement but not treaties.

•The successive presidents will have a treaty, while an executive agreement must be negotiated on all occasions.
