I think it’s because they weren’t taxed like the Americans were or it could be that they weren’t taxed as much
I believe the answer is A, ( because the word “globalization” means spreading something on an international scale ) but if not feel free to tell me so !
The outcome would probably be that people that did serious harm wouldn’t get a punishment for their actions where as innocent people would get a punishment without a second thought.
