Each delegate from every state had attended the constitutional convention which was held in Philadelphia. The main goal or the agenda was to alter the articles of confederation which tended to be weak and it contained many flaws.

Delegates appeared to be favoring and also arguing against these issues. larger states demanded for equal congressional representation whereas the small sates demanded proportional representation in the lower house. The Great compromise was signed by the delegates which clearly analysed the power and the representation of the states too.
