Fundamental reason for this was Russia’s under-developed economy, which was mostly agricultural – in fact until the mid-1800s it was almost entirely agrarian, with only minimal manufacturing or industry. <span> Government incentives of the late 1800s instigated a sharp increase in industrial investment and manufacturing; French investors, attracted by government deals, cheap labour and tax breaks, had eagerly pumped money into Russia to construct factories and new mines. Why did the ruling in this case strengthen the federal government?
Vlad [161]

The correct answer is The federal government was ruled to get its authority directly from the people.

Federal Government is usually used to designate the highest level of executive management, generally recognized as the leadership of a state or nation. States can have different levels of government depending on the political organization of that country, such as local, regional and national governments.
