The character of Dr. Josef Mengele in Elie Wiesel's "Night" was one of great importance. He dictates who gets transferred to Auschwitz  and who is sent to the gas chamber.

Dr. Mengele is infamous for his role and importance for his role in deciding the fate of many of the inmates of the concentration camps. He was even given the name "<em>Angel of Death</em>". Such is his importance, an angel for the government but death for the prisoners. Based on the excerpt provided, Weisel is trying to create the impression of Dr. Mengele as someone who is important and callous.
