is unlikely to occur. learned helplessness usually occurs. certain drivers are more likely to receive speeding tickets. the signs do not tell the driver what is expected.

The correct answer is the punishment is unlikely to occur.
There is a high chance that there won't be any police near construction zones, which is why drivers aren't really afraid of speeding in such locations. They often don't even slow down in construction zones because they know they won't be punished because there is no one there to punish them for speeding.
