One reason that the ghost says he is Brutus’s evil spirit is that he now understands that he was tricked and manipulated into killing Caesar.  He believed that Caesar was not best for the future of Rome and he had a strong desire to do what was in the best interest of his country.  But his honor was jeopardized when he allowed himself to be manipulated.
