These lines belong to a poem called "Fern Hill" by Dylan Thomas.  It contains six stanzas in which the speaker laments the days he spent at Fern HIll when he was a child.

 The tuneful turning time is playing songs to entice the children.  Time leads them away from the few mornings it has allowed them. Taking all this into account, it is possible to say that the imagery points out that childhood is short-lived, "time leads them away from the few mornings it has allowed them".
