In the passage is said that there are inquest in the conduct of governments during the year that lead up to the World War II, showing that there are doubts on how the country was handle during these hard times and Churchill suggest that everyone evaluate their own conscience and speeches, with this we can infer that British leaders did not lead the nation well in the years leading up to the war.
