I would say that the theme supported by Romeo's decision to refrain from fighting Tybalt is A) Love is stronger than hate.
Romeo tells Tybalt that he won't fight him because he loves him (what he means is he loves Juliet, who is also a Capulet), and that love is stronger than the hate he may feel.
