The increased spending on weapons by USSR was the result of the “Star Wars” program. The original name of this plan was strategic defense initiative (SDI), a program that was designed to protect to United States from outside missile attack especially from Soviet Union (USSR).

This plan was initiated on 23rd March, 1983 under the president ship of President Ronald Regan. The reason behind this plan was to develop a practical anti-ballistic missile system to protect the country from outside missile attack at the time of cold war.
