 that makes the  equation of the line perpendicular to it to be -1 / (1/6) = -6 

the general equation in point slope form is 

y-y1 = m(x-x1)    where m=slope and (x1,y1) = point on the line

so here we have:-

y - 23 = 6(x -(-3)

y - 23 = 6x + 18

y = 6x + 41
