The Rule of law states that there are established laws that one should follow;sometimes these are moral laws.The Magna Carta forced the king to sign it stating that the king could continue to rule but he must establish law and customs of the land.

In addition to the state as a whole, the member states of a federal state therefore have their own, original autonomy over the population in their territory in terms of constitutional law.
