The school has 1120 students, if the ratio teacher-pupil is 1:35 means, that for  each group of 35 students you have one teacher, and at the same time means that the school has 32 teachers.

If the school is going to reduce the mentioned ratio to 1:20 then, it is neccessary to hire:

1120 /20   = 56 this will be the total number of teachers to get ratio of 1:20

but the school already has 32 so they need to contract 56 - 32 = 24 new teachers

Finally if each teacher cost 33000 $/per year, and there are 32 teachers the total costs associate to teachers is :

32 * 33000    = 1056000 $ / per year  and the money spend por pupil per year will be

1056000/ 1120  = 942.86

c)  With ratio 1:20  

56 * 33000  =  1848000 $

And the cost per pupil per year become

1848000 / 1120 = 1650
