Answer:

Massachusetts Bay Colony was settled by the Puritans for religious reasons. Pennsylvania was settled by the Quakers, who wanted to have freedom to practice their faith without interference. Georgia was settled by people who had been in debtor's prison in England.

So in here it would be about 3 or more.

The civil service system is much better than the alternative, which was Patronage. as implemented by the Hoover Commission. Civil service sets employment competence standards for hiring and makes working a permanent career, not just until the next election. it was so outstandingly successful, that virtually every state and community government follows it to large extent.
