(perimeter of 1)^2  /  (perimeter of 2)^2  =    (Area of figure 1)/ (Area of figure 2)

so ..     3^2  /  7^2  =   11/  (area of big figure)

Area of big = 49* 11/9 = 539/9 = 59.88888....
