This is because since Kind Louis XIV's rule, France had been taken through many trials, including the huge debt acquired by their king by wasting it on unnecessary things like the building of Versailles. Since France was already set on such a bad track from this irresponsible rule, the citizens came to realize that they needed to take power back into their own hands... they had to try to make a government that would benefit them instead of only the ruler who was above them. The citizens weren't respected and they would likely never be until they revolted.

Therefore, the striking workers were “interfering with the mail” which is a federal offense. This allowed the government to come in and forcibly stop the strike.
