Self-determination was point 10 of Wilson's Fourteen Points. Wilson wanted to re-draw the frontiers of eastern Europe so that races ruled themselves. In some ways, self-determination was achieved.

Gerrymandering is the dividing of a state, country, etc. into electoral districts so as to give one political party a majority in many districts while concentrating the voting strength of the other party into a few districts as possible.
The part in control uses it to control the voting district by “cracking” which means diluting the voting power of the opposing party’s supporters across an abundance of districts. Or use it as “packing” which means concentrating the opposing party’s voting power in one district to reduce their voting lower in other districts.

The 14th Amendment was issued around the <em>Reconstruction period</em>, basically to provide equal rights to slave descendants after the Civil War, granting  <em>citizenship to all people</em> born or naturalized in the country, and it has become kind of the main provision in the USA Constitution to enforce Civil Rights and prevent violations; but it was only until the <em>Civil Rights Era</em> around the 1950s and 1960s that really became effective; affairs such as <em>"Jim Crow laws"</em>, <em>white supremacy</em> organizations, multiple segregation policies, voter suppression mechanisms such as <em>"The white primries"</em>, poll taxes and some others like <em>literacy tests</em> vastly impeded the effectiveness of the Amandment for a long time.

What is the term for a short statement about history that has not yet been proved

The correct answer is claim. Unlike statement, claim can not be proved and it is not based on factual data. Claim is left for other people to decide if it is right or wrong. Usually a country who lost the war will claim that they actually are the winners but there are not enough fact to prove it.
