It is the most commonly used device when measuring the height of a cloud or the top of a cloud or similar things. A radiosonde may be used when clouds are extremely high, but it is not usually that cost effective because the radiosonde requires a lot of money to run, so ceilometer is just used for everything. Satellites and anemometers are used for different things, especially satellites whose can serve almost any imaginable purpose to humanity.
