I would say 9:00 am, because that would mean in New York it's 12:00pm. The friend would most likely be on her lunch break. Unless you need to call her at work, in which case I'd say 11:00am CA time, meaning it's 2:00pm NY time.

Most likely 9 am. but as the other person said, 11 am could be it too..
