9 x² + 5 x = 16
9 x² + 5 x - 16 = 0
x 1/2 =\frac{-5\pm \sqrt{5^{2}-4*9*16 } }{18} =  \frac{-5\pm \sqrt{25+576} }{18}= \\ = \frac{-5+24.52}{18}
x = 1.084 
The interest rate:
r = x - 1 = 1.084 - 1 = 0.084 = 8.4 %
