Cut is were it deletes content from the screen, but it is still in the memory.
And Paste is where it uses a cut or copied item appear again at a specific location.

A clipboard is a temporary place to store data in a computer application, every computer application makes use of the clipboard that is why you can copy text from a web-page and lace it in a word document. Technically a clipboard is a section of random access memory (RAM). Once stored in this temporary place, clipboard data may be copied to another place, whether it be within the same application or into a new one.

it is important to note that due to the fact that the clipboard is stored in RAM, users must remember that all clipboard data is erases when the computer shuts down and also repeating the copy or cut command overwrites the previous content on the clipboard.

Here's what goes on in a computer when you cut and the paste:

CUT: The file is copied to the clipboard and deleted from its current location.

PASTE: The copied file is placed in its new location.

NOTE: Only programs that allow text to be removed can be cut. e.g You can't cut text from a web-page but you can cut text from a word processor.
