NATO initially included 12 countries: the United States, Canada, Great Britain, France, Italy, Belgium, Denmark, Portugal, the Netherlands, Norway, Luxembourg, and Iceland.
When the war ended, Soviet leaders began to worry about security. They wanted to keep Germany weak and make sure that the countries between Germany and the Soviet Union were under Soviet control.
