They would elect to people to be head of state, but they were equal to each other. In times of crisis a dictator would be put in power, and they would make a decisions. They were expected to give up the role once the crisis passed. The only person to not give up the position became the first emperor of Rome

The highest positions in the government were held by two consuls, or leaders, who ruled the Roman Republic. A senate composed of patricians elected these consuls. At this time, lower-class citizens, or plebeians, had virtually no say in the government.
