It goes to show that, the rules instills discipline in a workforce.

Explanation:

In the time past, before the introduction of the Berlin factory rules, most workers were working in the factrory at their own pace leading to low productivity and loss of productive hours.

However, with the introduction of the rules and fines to checkmate those flouting any of them, there was a drastic improvement in the commitment of people to work. Some of this factory rules are still applicable at this moment as a result of its' effectiveness.
