The two answers are: 2) Deng encouraged the production of raw materials such as iron and steel, and he provided industrial workers with incentives. And 3)Deng encouraged students to travel abroad to revive China’s education system, which had suffered during Mao's regime.

In 1978, Deng Xiaoping send 3,000 students overseas for further education each year. He advocated sending more Chinese abroad to study.
