[ Answer ]

Priests

[ Explanation ]

This would make sense, seeing that Priests were wise and gave words of wisdom. Merchants just sold items to people, and soldiers guarded the royal people. The soldiers and merchants aren't in need of big need of education, considering what jobs they have. Nobles do not need a lot of education, mainly because they thought they did not need it. They just rule the land. The Priests have most reason to get an education, and they have one.

 • Associated Political structures etc.

Not only can these data be collected much more easily, they can also be processed at a much more faster rate.

What is the history of crime rates in America?

Crime rates have fluctuated throughout time, with a strong rise following 1900 and a broad bulging high during the 1970s and early 1990s.

According to FBI data, violent crime in the United States has decreased somewhat since 2016, falling from just under 400 events per 100,000 people that year to around 380 incidents per 100,000 people in 2019.
