Patrick Henry uses rhetorical questions but he is not expecting an answer. He tries to lead the audience to the same conclusion as the speaker and this called persuasion.

Thirty percent of his speech is composed of questions and Patrick Henry is pretty confident that his audience would answer the questions the same way as he would.
