It doesn´t refer to personal gifts out of kindness, but to a systematic giving of somebody´s 2.5% of their wealth to the poor. Zakat is the third pillar of Islam.

Zakat is an obligatory act for Muslims.  It is one of the pillars of Islam in which they are expected to give 2.5% of their earnings and to give as charity.  They should help out in their family first.  If there is no such person in their family, they should give to a charity or a person who deserves the money.
