In the initial start of the novel, Dickens is criticizing the horrific conditions that the orphans in the workhouse must undergo, simply due to the fact that there is no help or representation for them to have a better lifestyle. This points out the immoral and inhumane actions of those in power at the time.

The workhouses were where the elderly, the sick, and the poor would end. Such places were all in miserable conditions barely providing any sort of care, cloths or food. The system originated by the Poor Law Act in 1834 and Dickens expressed how he saw it all as the absence of morality among parish officials who were seemingly incompetent, inefficient, and corrupt.
