The metaphor is that immigrants are attracted by the riches they see, big city sky lines are really beautiful to behold at night, but in closer inspection,  alleyways are normally dirty the buildings are skyscrapers are mostly gray, people are too focused on their errands and responsabilities and it is difficult to make the money necessary to enjoy the pleasures of the night.
