I'm wondering if you mean the "Five-Power Treaty."  The Five-Power Treaty, (or the Washington Naval Treaty), signed in 1922, sought to reduce the threat of another war by limiting and reducing the size of navies by the powers signing the treaty.

The treaty was signed by the countries that had prevailed in World War I - the <span>United States, the United Kingdom, Japan, France and Italy.  </span>
