Free choice may get into the way of efficiency because people may often choose a path, which guarantees their own priorities and happiness over a certainly cost and energy saving path.
For example, when faced with the options to bathe in a Jacuzzi, or save water, some people may never overcome the temptation to save water in another form of bath. This reflects how free choice may interfere with the need to harness efficiency.
