Examine carefully the other options. All of them point to self-interested motives, rather than civic-minded motives. Choice A says YOU want to get a great job. Choice B has YOU wanting to get close to political power (and thus have some power yourself). Choice E wants to pad YOUR personal reputation. Those are, ultimately, self-oriented motives.

Civic-mindedness has to do with serving as a citizen on behalf of other citizens and the society in which you all share. Civic-minded motives are those which are not about yourself, but demonstrate commitment to the public good and to your fellow human beings in society.

Choices C and D are the options that show genuine civic-mindedness.
