Ethnic minorities had always have to face many kinds of discrimination in the west, generally because of their racial features and some different aspects in their cultures. Indians, Latin Americans, Asians, Arabians, etc had always been discriminated against and found it difficult to get jobs, be accepted at schools, have friends, have social life and fit in American society. Some ethnic groups suffered more than others. For example, Arabians tend to continue using their typical clothes. As a result, American society regards them as different from the very beginning.

2.Diocletian secured the empire's borders and purged it of all threats to his power. He separated and enlarged the empire's civil and military services, and reorganized the empire's provincial divisions, establishing the largest and most bureaucratic government in the history of the empire.

They mostly had negative effects as the Empire was declining since the beginning of 3rd Century. The greatest problem were the reforms of army. Too many mercenaries were included in the army, especially the Germanic tribes, which led to the destruction of the Roman system in general.

5.As emperor, Constantine enacted administrative, financial, social and military reforms to strengthen the empire. He restructured the government, separating civil and military authorities. ... Constantine was the first Roman emperor to convert to Christianity.

As the first Roman emperor to claim conversion to Christianity, Constantine played an influential role in the proclamation of the Edict of Milan in 313, which decreed tolerance for Christianity in the empire.

The Eastern province of the Roman Empire did not decline as drastically. Based on what I've read, I think the Western province fell because of the following reasons.

There was just non one reason for the fall of the Western Roman Empire. I was more the consequence of a  series of events.

One of the most important was the invasions of Barbaric and German tribes. In 476, the German leader and his troops invaded Rome and capture the city. Rome had fallen.

Another factor was that the western portion of the Roman Empire was so vast, that the Emperor lost control of those faraway territories. We have also to consider a series of economic problems at that time. Constant fights caused the overspending of resources due to the war.

Under these circumstances, political and economic corruption spread through Roman politics and this erode Rome from the inside.
