Although previous presidents desired such an opportunity, no other U.S. president except Richard M. Nixon had stood east of the Berlin Wall and spoken directly to the citizens of the Soviet Union. That Reagan would have such an opportunity was highly unlikely. Reagan appeared to be an implacable foe of the Soviet Union, previously calling it an "evil empire," describing it as "the focus of evil in the modern world," and accusing the Soviet "regime" of being "barbaric."
