I think that the question is asking for Sergei Pavlovich Korolev .

he was imprisoned during the WW2, and after the war, he was made the head of the Soviet Space Program, and he served, without his identity mae public for safety reasons, until his death in 1966.

2) The president can use a veto in order to stop an amendment from being added to the constitution.
