New Hampshire was founded in 1622 when John Mason and Fernando Gorges were given a land grant by the Council for New England. Only three years after the Pilgrim's landed at Plymouth, the first settlers arrived near present-day Portsmouth in 1623. They were fisherman.

Well, the money from a state's treasury is mostly spent on Schools, Library's, and safety construction(as in construction to help safety like speed bumps and road signs). In a shorter term i would say the public. When a school gets a new sign or a new speed bump here and there the state helps that school get those needed items. The future is depending on future generations and at this very moment, the new generation is in schools preparing for the future. So all said, I would say the public.
