The foreign affairs policy that includes a specific focus on fostering democracy around the world, is the President's ability to send military troops to an area for 60 days without the approval of Congress (although in all cases they have granted it after). This ability is included in the New World Order policies, which try to maintain world order and balance with respect to the liberties of the peoples, and the governability of the political leaders who have been legitimately elected by their respective peoples.

The United States has been an avid defender of freedom and democracy around the world throughout its history, and this ability of the President to send troops without the authorization of Congress responds to this position of the country with respect to democracy in the world.
