                       =  \frac {5.40}{135}

                        = 0.04 unit/inch

We know that,

 12 inch = 1 foot    and

So, Emily will spend,

  24 \times 12 \times 0.04 unit

and, Andy will spend,

  13 \times 3 \times 12 \times 0.04 unit
