<em>Legal Dictionary </em>defines judicial restraint as what happens when judges  limit the use of their power and don't try to reach beyond determining legality or constitutionality of the matter at had.  Judicial restraint also depends much on case law -- the body of previous decisions by judges on similar cases.

By contrast, <em>Legal Dictionary </em>defines judicial activism as "court rulings that are partially or fully based on the judge’s political or personal considerations, rather than existing laws."  Judges who practice judicial restraint will try to keep their personal views out of the decision and base their decisions on the Constitution and existing case law.
