If a population is very young, uneducated, and with a low level of skills, the chances are that the government will focus the country toward agriculture and extraction of natural resources, thus the primary sector. If a population is old and it is projected to get older then the government would most probably adopt a policy to invite people from other countries to move in that will contribute to its socio-economic development.
