y = 32, 000 + 2560(x)

Explanation:

After years of maintaining a steady population of 32, 000 , the following year(after a year) the population grew exponentially at 8 % of 32,000 to become 34560 .

Mathematically,

8% of 32000 = 8/100 ×  32000 = 2560

Adding the percentage increase of 2560 to the actual population before growth.

2560 + 32000 = 34, 560

34560 is the population after 1 year .

Predicting the number of people living in the town  using y as the number of people living in the town for x years can be represented with the following equation.  

y = 32, 000 + 2560(x)

Let's test the equation with x = 4 years and 3 years respectively .

y = 32,00 + 2560(4) = 32, 000 + 10240 = 42240 will be living in the town for the next four years

y = 32,000 + 2560(3) = 32,000 + 7680 = 39680 will be living in the town for the next three years.
