The reason why this is your answer is because the sentence isn't complete. When you read the question, you wonder what happened after storming out in the middle of the argument. It would be a completed sentence if we knew what happened after they stormed out.

It can be inferred from this sentence that, the relationships that the Americans formed with foreign nations usually affect their trading with other countries negatively when there is conflict. In order to avoid this in the future, Paine suggested that American colonies should maintain neutral relationships with foreign countries.
