Emergency Management Assistance Compacts is a mutual aid agreement among different territories and states of America. When there are natural disasters or any other unpleasant situation of that type, EMAC enables the states to share resources. Due to its existence, it has become easier to gain help and support during disastrous times. It allows the states to ask for any type of help during emergencies. The procedure is kept simple to get through the situation smoothly.
Personally I would say it's A (apart from the installation costs which may make it a little expensive) but it does involve certain aspects of D also as wind energy doesn't cause pollution. So either A or D!
