The purpose of the Anaconda Plan was to block Confederate ports and prevent the exporting and importing of goods, including needed war supplies.

To successfully complete the plan, the Union split the Confederacy into three zones and ultimately stopped the majority of ships from breaking through the blockades in those zones.

Had the Confederate army not been blockaded, they would have likely had enough resources enough to drag out the war, perhaps even long enough to force a settlement with the Union.

The Great Compromise created a bicameral (two-chamber) legislature, with different rules for representation in each chamber. Representation in the House of Representatives would be based on population.  In the Senate, all states would have the same amount of representation, by two Senators.
