they ratified the 14 Amendment, protects citizens against state infringements of the rights and liberties guaranteed in the Constitution.

(The framers of the constitution wanted a government  that would not repeat  the very abuses of individual liberty so the 14 amendment was to make it illegal for anyone to take away individual liberties)
