The president had a long conflict with Congress, including because of an attempt to fire the Secretary of War. The president dismissed Edwin Stanton several times, but the Senate each time found the grounds for dismissal insufficient and reinstated him. Therefore, the House of Representatives began the impeachment process in 1868 and most of its representatives voted in favor of it.
