I believe the answer is: consumers or producers.
Incentives refers to the aid or regulations that made by the government in order to encourage a certain economic action.
This usually being done by giving producers a certain tax cut to produce a certain type of product, which would affect producer's profit and product's price for the customers.
Although it is tough to find anything living in the Atacama there are isolated pockets and small patches of plants, which support life for animals and insects. Some plant species have adapted well to this dry environment by developing tap roots that run very deep into the ground gathering water from below. There are flocks of flamingos that live in and around the salt lakes feeding on red algae that grows in the waters. There are even people living in the Atacama.
I would say to protect consumers. I looked it up and it said the purpose was to keep some necessary goods or services affordable so I would guess it’s to protect consumers but I could be wrong.
