Why hasn’t the US already stopped birth tourism? Please give an explanatory response.

The United States has not yet stopped birth tourism because citizenship by birth is supported in the constitution by amendment 14 which states that: "All persons born or naturalized in the United States and subject to the jurisdiction thereof are citizens of the United States and the state in which they reside. " While the president, Donald Trump, wants to eliminate this right by decree, he can not do it without modifying the constitution. And currently there is a debate on what measure the president will take, his position is to eliminate this amendment by an executive order even if it is not well seen by those who defend the constitutional norms.
